Why does the same color mean different things around a plant?

Because the color systems evolved independently, each scoped to its own object class. Yellow means caution on a sign (ANSI Z535), flammable contents on a pipe (ASME A13.1), a traffic aisle on the floor (5S convention), an auxiliary circuit at a network frame (TIA-606), and a 480V B-phase conductor... nothing — that is brown-orange-yellow’s yellow. The scoping is the answer: color plus WHERE IT APPEARS is the actual code. Training that teaches colors without their object class produces exactly the confusion it meant to prevent.

Which industrial color codes are legally required vs. convention?

A useful three-tier split: hard code (NEC reserved conductor colors, high-leg orange, GHS red pictogram frames), standard-driven (ANSI Z535 formats via OSHA recognition, ASME A13.1 where adopted, TIA-606 where specified in contracts), and facility convention (5S floor palettes, most phase color sets). The practical consequence: tiers one and two you comply with; tier three you must define, document, and post — the documentation IS the compliance.

How should a facility document its color standards?

One controlled document with a table per system — each color, its meaning, its object class, and the governing reference — plus the point-of-use postings the codes require: the conductor scheme legend at every panelboard (NEC 210.5(C)), the pipe color key in mechanical rooms, the floor palette at 5S boards. Print the postings on durable stock (B-595 class) so the standard survives on the wall, not just in the QMS.

Never invent a seventh system. When a local need appears ("let's make purple mean quality hold"), extend an existing system's conventions and document it in the facility color standard — one controlled page, posted where each system lives, printed on stock that survives the wall it hangs on. Undocumented color meanings die with the supervisor who invented them.
